That song's not really dubstep. Sure, there's seven seconds of wubwubwub (the full 3:21 song linked in the description does that twice, for a whopping fourteen seconds), but nothing else about that song is dubstep at all.
The percussion in dubstep is slow (yes, really) and irregular. Dubstep comes from 2-step, and 2-step only has a kick drum on beats 1 and 3 instead of on all four beats. That makes it feel slow and tense. To keep it interesting, you use lots of rhythm tricks: you throw in offbeats. You hold notes longer than usual. You use triplets (or other weird irrational beat divisions). You put the accent on unexpected beats. (Irregular time-keeping like this also helps to build tension. Dubstep is really not relaxing music. I can understand why people don't like it.) Throw in a bassline, and you have 2-step and some really early dubstep, depending on what the percussion sounds like specifically. Dubstep is also slightly higher BPM, I believe.
Now, where dubstep starts to truly differentiate itself is when it introduces these synthetic extended bass notes with that vibrating quality (WUBWUBWUB; though, it's not always that heavy). If dubstep sounds fast to you, this is why; if you listen past this to the song's actual percussion, you'll find there's barely any there. Most of the 'energy' is coming from these synthetically oscillating bass notes. Of course, there's dubstep that doesn't do this at all (especially really early dubstep, it's characterized by its particular style of percussion, which is slightly distinct from 2-step), but all dubstep has a very unorthodox rhythm.
